Abstract : This Report presents a description of TACAN system improvements that have been designed and tested by ARINC Research Corporation. Three separate contracts over a period of 22 calendar months produced a detailed study of TACAN system deficiencies, a concentrated engineering effort to correct these deficiencies, and a flight-test program to verify the effectiveness of the corrective actions. This report is devoted primarily to the engineering and modification phase and to the flight-test program. Technical deficiencies were identified in virtually all parts of the TACAN system -- from basic design faults incorporated in original production equipment, to a fragmented management system within the Government that has precluded the early correction of those faults. Deficiencies have been associated not only with the TACAN equipment itself, but with faulty installations, inadequate maintenance practices, faulty calibration procedures, and improper employment of system components.
