Abstract : During the earlier stages of the Vietnamese conflict, a major portion of the Navy effort was fighter, fighter-bomber, and attack aircraft strikes against ground targets in North Vietnamese territory. As a result of the damage inflicted and the cost to their war effort, the North Vietnamese asked of, and received from, their allies, increased amounts of sophisticated radar controlled antiaircraft artillery. As this aircraft defense system was built up and the proficiency of the operating personnel developed, the effect was noted in the increase of Navy Aircraft losses. Procurement of a decoy dispensing system that would provide a countermeasure against the radar systems and lessen aircraft losses was the purpose for which this development action was initiated.
