Abstract : Development of new military aircraft requires that the most effective test and checkout system be selected concurrently with weapons system development. The weapon system requirements, aircraft configuration, subsystem and equipment selection, operational and maintenance concepts, and other factors must be considered in choosing the optimum test and checkout system. The purpose of this study was the development of an analytical method for this selection. Cost and effectiveness study methods recommended by the Weapons System Effectiveness Industry Advisory Committee were simplified to measure only those cost and effectiveness parameters most sensitive to test and checkout concepts. The cost and effectiveness of different test and checkout concepts are measured against the specific operational and maintenance requirements of a hypothetical aircraft weapon system. Although the method developed does not consider all aspects of cost and effectiveness, it does provide relative measurements in guiding the selection of the optimum test and checkout concept.
