Abstract : The overpopulation of communication networks in the hg band has increased the necessity of determining how channel interference affects channel error rate. The relationship of these two parameters are compared in this report by lumping all types of interference into one population. Two methods of sampling this population are used: measurement of the interference power and measurement of the average value of the interference envelope. Data from on-the-air tests and theoretical arguments are given to support the sampling procedure. It was found that for high channel error rates, above one percent, the sampling and parameter estimation of channel interference can be accomplished with relatively simple equipment. Also, guidelines were established to help in engineering trade-offs between parameter estimation and complexity of equipment. (Author)
