Abstract : The U. S. Department of Defense (DOD), the largest user of computers in the world, uses many different techniques to insure that computer utilization is both effective and efficient. The objective of this survey is to provide an informal forum for the best and most progressive thinking in the field and to make the survey results available to those cognizant ADP personnel in the DOD upon whom rests the responsibility for the planning and implementation of a vast computer complex in a variety of applications, both present and future. The survey letter, Appendix A, was mailed to a group of prominent ADP specialists selected at random on the basis of their publications, technical reports, participation in technical mettings/organizations and current positions. A goal of the survey was to encourage the submission of analyses and suggestions of any conceivable sort pertinent to the computer field or any closely related field, such as numerical analysis. The survey letter was purposely designed to avoid explicit structuring of responses in order to encourage a free expression of the individual contributor's viewpoint. 'Identification of the most pressing needs in the computer field, especially those needs that offer good prospects of achievement', a stated goal, was intended to encourage mention of particular ADP needs that should be brought to the attention of DOD computer specialists.
