Abstract : High energy electrons are measured at four thresholds by an omnidirectional spectrometer aboard the ATS 1 synchronous satellite. The data are organized into five catagories. The first is composed of extremely magnetically quiet days which exhibit a small diurnal effect. The second group corresponds to more disturbed conditions and the days exhibit an enhanced diurnal effect. The third group exhibits flux drops in the midnight to noon quadrant and the fifth group is associated with very disturbed periods and is characterized by extremely irregular flux plots. The fourth group of days is characterized by steep flux increases occurring in the local midnight region which are closely correlated with polar substorms. An accelerating mechanism which depends on the coupling of inward and outward radial diffusion is suggested as a possible cause of the local midnight flux increases. (Author)
