Abstract : The report consists of three parts. In Part One the relations between information theory and quantum theory are explored. A concept of joint information carriers is introduced and the information theoretic dependence entropy is defined. It is shown that the conditions for the extremum and reality of this quality leads to derivation of equations of motion of quantum and classical mechanics. Extensions and relations to quantum limitations in communications are indicated. In part Two a new method for determining statistical properties of optical communication carriers is developed. It relies on the experimentally established data of first-time-of-arrival of photoelectrons. Experiments which have been performed are described and the analytical procedure for obtaining the statistics of the carrier intensity distribution is presented. Part Three consists of summaries of two companion reports published previously AFAL-TR-70-236 and AFAL-TR-68-158, Pt. II. The former is the analysis of sequential detectors and their application to low signal-level detection of light signals and the latter is devoted to error probabilities and expected performance of various photoelectric detection structures.
