Abstract : The stated policy of the Department of Defense has long been to place maximum reliance on the use of privately-owned facilities in the performance of Government contracts. In March 1970, the Department of Defense reinforced this policy by establishing a formal facilities phase-out program. Contractors possessing Government-owned facilities are currently being required to submit formal plans for 'phasing-out' their use and reliance upon Government-owned facilities. This study analyzes the impact of the Department of Defense facilities phase-out program on the Army's procurement and production posture. Also, a detailed breakdown of the statistical data base used in conducting the impact analysis is provided and recommendations are offered for an improved reporting system to establish effective control over the program.
