Abstract : The report presents a detailed characterization of the theory, instrumentation, and procedures used by the Infrared Countermeasures Branch, Code 3551 (formerly Code 3051) of the Naval Weapons Center in the measurement of infrared signatures. It defines the objectives of signature measurement programs, identifies the physical laws that are involved, and presents the rationale upon which the operations are based. It describes the characteristics assortment of monochromators, spectrometers, spectrophotometers, etc.) as well as those systems used for electrical and radiation calibrations. A similar detailed treatment is included for the various types of instrument platforms, with special emphasis on the airborne installations. Finally, this report describes procedures established for gathering data, for maintaining and calibrating instruments, and for reporting the results of program studies. (Author)
