Abstract : This report describes the reasoning and logic which led to the development of a standard Safe Loading Test Procedure for outboard boats, inboard/outdrive boats, and boats without mechanical propulsion. The present report is a companion document to the Safe Loading Test Procedure report. The safe loading test procedure which has been developed is designed to determine whether or not a given boat meets the safe loading requirements outlined in the Boating Safety Act of 1971, and the Rules and Regulations in the Federal Register, Vol. 37, No. 151, dated 4 August 1972. Basically the Safe Loading Test Procedure establishes, by testing in a water tank, the Maximum Weight Capacity and the Maximum Persons Capacity for outboard boats, inboard/outdrive boats and boats without mechanical propulsion. Various test methods were considered for the purposes of establishing maximum weight capacity and maximum persons capacity. These methods are discussed in this report together with complete error analyses of the test procedures which were finally developed. (Author)
