Abstract : This report summarizes the first half of a one-year effort to design, fabricate, and test an experimental 904 nanometer laser communication system. The system consists of a pair of terminals which operate in a full-duplex mode at 200 kilobits of data per second over a 3 kilometer path with an error rate of less than 0.000001 in all but the most severe atmospheric attenuation. The system uses a pulsed solid-state laser transmitter and avalanche photodiode detector. The details of the system design and predicted performance in rain and fog are given.
