Abstract : The report presents a preliminary analysis of the arguments for and against extending Airport Development Aid Program (ADAP) aid to private airports. The arguments revolve around five basic questions: Will ADAP assistance to private airports contribute to the permanence of these airports; Will ADAP assistance to private airports encourage development which is important to the national airport system; Are the users of private airports discriminated against if private airports do not receive ADAP assistance; Are private airport operators at a competitive disadvantage vis-a-vis public airport operators if they do not receive ADAP aid; Is ADAP assistance to private airports administratively feasible.
