Abstract : The basic aim of this research effort was the improvement of the Army's performance within the congressional authorization/appropriation budgetary process. Data were gathered on the knowledge, attitudes and perceptions of middle and senior level Army managers toward the process using questionnaire and personal interviews. Areas of deficiencies were identified and recommendations for improvement were solicited through interviews with senior Army management and with members of Congress and professional congressional committee staff members. Analysis of data collection efforts resulted in a number of recommendations for improving Army management performance to include a suggested course outline for an elective at the USAWC.
