Abstract : Materials programs are needed in Defense laboratories to: (a) Follow new industrial developments, with the testing for military applications in mind; (b) Devise methods of evaluation that are specifically oriented toward possible military use; (c) Develop materials for specific military applications, where industrial application does not appear profitable but could be very important for military uses; (d) Investigate those materials fields which are not being studied but could yield important military applications, if successful; (e) Carry out fundamental studies, leading to knowledge of materials and their behavior so that mechanisms of behavioral patterns can be established; (f) Develop substitute materials for those which may become unavailable or in short supply during the emergencies of wartime.
