Abstract : The Comprehensive Report, named to distinguish it from the Executive Summary, is organized into three volumes. The first, Background, includes the historical development of the DOD program; hypotheses for program administration, relating to planning and management, leadership and command structure, credibility of exemption programs, disciplinary actions, discharges, reporting, budgeting, and costs; drug education, involving preventive and corrective methods, attitudes and responses, program content, and organizational aspects; identification technology, including urinalysis, efficiency, repeaters, and deterrent effectiveness; and treatment and rehabilitation.
