Abstract : The Airports Program covers the identification, planning, and development of the Nation's system of public airports to serve the needs of civil aviation in the fifty states, Guam, Puerto Rico, American Samoa, the Trust Territory of the Pacific Islands, and the Virgin Islands. It is based primarily on provisions of the Airport and Airway Development Act of 1970 (Public Law 91-258) as amended, and the Airport Development Acceleration Act of 1973 (Public Law 93-44) which further amended Public Law 91-258. These laws provide legislative recognition of an important national need for improvement in the national airport and airway system. Principal activities in this program include: Preparation of a National Airport System Plan and other airports planning activities; administering a program of grants-in-aid for airport development and airport planning, engineering and safety standards; airport certification and inspection for safety of operations; participating in transfers of Federal land and property for civil airport use; field collection of data for the airport data program; and assuring that public agencies receiving Federal assistance continue to operate their airports for the benefit of the public in accordance with their agreements.
