Abstract : The basic question is whether the Joint Chiefs of Staff (JCS), as they currently operate, fulfill their role in providing timely and effective support for national security decisionmaking. A review of their legal authority and roles in the decisionmaking process was made, considering the part played by principal participants. Resulting conculsions revealed that the popular view of the JCS, created by the current system of processing Office of the Joint Chiefs of Staff actions, is one of a compromising agency which produces lengthy rambling papers with something for everybody. Steps can be taken to alter these conclusions by streamlining policies and deriving early guidance from the JCS or Operation Deputies when formulating significant policy or strategy.
