Abstract : This report describes a study undertaken to provide assistance to commanders of units in combat in evaluating the combat effectiveness of their units and in relating effectiveness to the requirement for reconstitution. The study approach was developed in recognition that the reconstitution decision will always be judgmental, based on the commander's perceptions and weightings of both quantitative and subjective elements. Historical data on actual decisions do not fully document the prevalent conditions that influenced the decision process. However, a body of simulated decisions, made under controlled conditions, should provide an adequate basis for analysis. A set of indicators of combat effectiveness potential was developed for this study. These indicators were used in the design of a questionnaire to collect a data base of military judgment on unit combat effectiveness and the related need for reconstitution. The resulting data were analyzed, and guidelines for reconstitution decisions were proposed. (Author)
