Abstract : This thesis describes the process that is currently utilized by the Navy in determining training requirements for initial skill (A School) and skill progression (C School) training. The thesis presents an overall view of the Department of Defense Planning, Programming and Budgeting System (DOD PPBS) and a more extensive look at the Navy Program Objectives Memorandum (POM) development process. The various offices, billets, and models which contribute to the development of the 'A' and 'C' School Input Plans are identified. The thesis provides a source document for the Training Requirements Determination course, which is a requirement for a Masters of Science degree in the Manpower, Personnel and Training Analysis curriculum at the Naval Postgraduate School.
