Abstract : This paper addresses the relationship between the Party-political worker (the zampolit) and the commander in today's Soviet military. It deals with the evolution of the concept of 'unity of command' and traces the development of the role the zampolit has traditionally played in the Soviet system. In order to better appreciate the duties and responsibilities of the zampolit, insight into his training and the overall organization of the political structure that he supports (the Main Political Directorate) is provided. In conclusion the mutual interdependence of the zampolit and the commander is discussed. (The zampolit and his commander, despite instances of conflict, are dependent upon one another for the proper conduct of their duties). (Author)
