Abstract : To summarize the chief points of this abbreviated assessment of the CIA estimates: the Agency's estimates are and will probably continue to be imbedded in controversy because of Soviet secrecy; although military capability is multi-dimensional and must be evaluated by a number of different indicators, value measures, both expenditure and inventory, are useful and necessary; and dollar-dollar size comparisons should be complemented by ruble-ruble counterparts. Regular critical scrutiny of what is, after all, a vast and complex measurement apparatus is the best guarantee of accurate and meaningful estimates. One can only hope that future critiques, however rigorous, will be free of the partisan warfare that has been so prevalent in the past.
