Abstract : Many of today's military systems cannot be adequately operated, maintained, or supported because the Department of Defense does not pay enough attention to logistic support, human factors, and quality assurance during the design phase of the acquisition process. These problems deter the systems' effectiveness to defend our country in case of war. GAO, therefore, makes recommendations to improve the management and planning of ownership considerations that have an impact on the effectiveness of a weapon system. (Author)
