Abstract : The implementation of a new program within the Army's Military Intelligence Branch, the enlisted Counterintelligence career management field, is described. The creation of the duty position Counterintelligence Assistant represents a major change to the field through the introduction of an entry skill level which did not previously exist. This change was primarily a result of a chronic shortage of personnel which found skill level two filled at only 30 per cent of authorized strength as of March 1981. The implementation of this program is analyzed using an organizational development approach, and employs the use of a conceptual model to facilitate analysis. After a presentation of the identified need for change, and the intended processes for implementing the program, a diagnosis is accomplished. The areas included in the diagnosis are the recruitment and formal training phases, the role of the Counterintelligence Assistant, job satisfaction, and the retention potential of soldiers. The conclusions identify actual and perceived weaknesses in the recruitment and utilization phases of implementing the program. Recommendations are provided. (Author)
