Abstract : The study analyzes the problems and prospects for the exercise by the United States of economic leverage on the USSR. Specific attention is directed to (inter alia): (a) significance to the Soviet economy of foreign trade and technology transfer; (b) the structure and function of the USSR political administration and its implications for the application of leverage; (c) operational considerations in executing a leverage program derived from the U.S. institutional framework and existing leverage instruments. The last chapter is a summary which outlines the key guidelines for evaluating leverage strategy.
