Abstract : This document describes the purpose and capabilities of the Central Integrating Model-Enlisted (CIM-E), developed by TEMPO, a component of the General Electric Company, for the Office of the Assistant Secretary of the Army, Manpower and Reserve Affairs and the Office of the Deputy Chief of Staff, Personnel. CIM-E is a dynamic simulation of the Army's enlisted force. Beginning with a current inventory of enlisted personnel, the model projects reenlistments, computes projected losses and subtracts these from the inventory, determines procurement requirements and simulates inflows of available recruits, simulates demotions and promotions, and then ages the resulting inventory by one time period. The model operates on a monthly projection cycle. Through repeated iterations of monthly simulations, the model develops projections of the enlisted force by grade and time in service over a time frame of from one to five fiscal years. The model produces nine management reports which summarize the objective (or idealized) force, and the projected losses, gains, promotions, demotions, end strength, and fiscal year costs for the projected force.
