Abstract : This essay begins with an analysis of specific aspects of an effective C3 system. It focuses upon the division in combat but recognizes that many of the principles, procedures and techniques that are addressed also apply to echelons above division. The vital role and responsibilities of the commander are stressed, Management of C3 with a view toward Command Post organization and reducing and controlling information flow are discussed, and a preview of the future tactical communications system and the anticipated improvements in reliable and survivable communications are presented. The reality of C3 as a tactical force multiplier from a historical, present and future perspective is analyzed.
