Abstract : The essay examined the way the US Army acquires new equipment. It focused primarily on Army programs, but did encompass the broader aspects of the overall approach used by the Department of Defense. It looked at the many problems facing the manager of a material acquisition program in assuring successful and timely development, test, production and fielding of a new piece of equipment. The author draws upon the literature and experience to identify problems in running acquisition programs and offers suggestions on how to improve and accelerate the entire process. (Author)
