Abstract : Continuing concern is expressed that the officer career management system, implemented in 1975, is not accomplishing its mission with regards to 'putting the best troop commanders in command of troops,' at least to the degree it should. Through a literature search, a survey of selected officers and studies sponsored by Department of the Army an attempt was made to examine the OPMS philosophy, mission and objectives to identify and deliveate OPMS functions in commander development. While generally favorable support of OPMS and its contribution to commander development is evidenced, there are several areas of weakness for which remedial actions are proposed: a possible improvement is the system of developing qualified commanders is 'Command Track' management. 'Command Tracking' is the recommendation of the author. (Author)
