Abstract : This paper traces the role economists played in getting data, analyzing data, and evaluating alternative rate structures. In an attempt to assess the effectiveness of economists in this process, I focus on how our profession influenced the arguments put forth and the nature of the evidence used in the debate--not on whether the outcomes in terms of rates were those proposed or preferred by economists.
