Abstract : The Army's automated Facilities Engineer Job Order Cost Accounting System was devised to help manage a work force of about 45,000 employees charged with $2.6 billion in facility maintenance and repair projects each year. Although GAO approved the system design in 1977 with the understanding that two design deficiencies would be corrected, the system has not been effectively implemented. Army managers are not using the system. As a result (1) there is little incentive to make sure that system data are accurate, complete, and timely and (2) managers do not know whether maintenance and repair operations are being accomplished efficiently. GAO is making recommendations for more effective use of the system and for improving the quality of the system's data. (Author)
