Abstract : The forces acting on yawed smooth and rough circular cylinders in oscillating flow have been investigated for the purpose of determining the appropriate force-transfer coefficients and the applicability of the 'independence principle.' The results have shown that the flow about each cylinder is unique and the independence principle does not hold true. In addition, a comprehensive sensitivity analysis has been carried out to investigate the effects of undetected environmental disturbances on the force-transfer coefficients and the limits of probable errors have been delineated.
