Abstract : The Department of Defense (DOD) policy was directed by Defense Environmental Quality Program Policy Memorandum 80-6 dated 24 June 1980 and implemented by Air Force message dated 2 December 1980 as a positive action to ensure compliance of military installations with the Resource Conservation and Recovery Act (RCRA) and implementing regulations. The purpose of the DOD policy is to control the migration of hazardous material contaminants from DOD installations. To implement the DOD policy, a three-phase Installation Restoration Program has been directed. Phase I, the Records Search, is the identification of potential problems. Phase II is the quantification of the problem and determination of corrective measures that may be required. The third phase is to contain, correct, and/or mitigate identified or potential environmental hazards that may be the result of contaminant migration from the installation.
