Abstract : The first paper in this series surveyed the history of the navies of Western Europe and Canada from the creation of NATO to the end of 1980, with emphasis on the evolution of their force structures. This paper will examine the current force procurement plans of each navy as of the end of 1981, to the extent that they have been made public, and estimate their impact on future force structure. One theme is common to nearly all of these programs: They are replacement programs designed to maintain current force levels while upgrading technology, not to increase the size of the fleet or change its basic structure. The countries will be surveyed alphabetically, ending with the United Kingdom, whose navy has had a more traumatic year than most. Note that Finland has been added to this discussion.
