Abstract : During fiscal year 1981, approximately 4,950 Navy enlisted personnel were waiting at 20 training activities on any given day to receive initial skill training. This excessive backlog not only delayed skill development for the recruits involved but also deprived the fleet of valuable staff-years of service and caused the Navy to incur unnecessary personnel costs. While management actions taken by the Navy in 1981 and 1982 have reduced the backlog, GAO believes additional changes are needed and recommends corrective action. (Author)
