Abstract : Almost 10,000 military technician positions in the Army and Air Force Reserve components have been converted from civilian to full-time, active duty Guard and Reserve since fiscal year 1979. The Congress directed more than half of these conversions to test Reserve components ability to attract and retain qualified active duty Guard and Reserve personnel in full-time positions. The remaining conversions, which occurred after the test ended in June 1980, were intended to enhance readiness. The Army now proposes almost 5,900 more conversions and increases of almost 25,000 in the number of its active duty Guard and Reserve personnel over the next 5 years. However, the Army is not sure if these proposals will improve its readiness. (Author)
