Abstract : The problem of cost growth of major systems acquisitions has long been an importance concern within the Department of Defense (DOD) and Congress. A brief review of acquisition history from the 40's to the present shows little success in controlling it. With so many unsuccessful past changes to the organization and processes, the cost growth problem begs for a new approach. A review of the static principles of organizational design reveals several inconsistencies when compared to the DOD structure. The science of organizational development (OD) is discussed and recommended as a solution. (Author)
