Abstract : The purpose of this thesis is to construct and evaluate an alternative approach for the accounting of investments in naval officers. Specifically, the thesis identifies the costs associated with the career progression of a naval officer as either an unexpired expense or as an investment in the future. Cost comparisons are made between this approach and the more traditional methods which look at marginal costs. This thesis also identifies total costs associated with a particular group of officers over their entire career as well as retirement years. The Naval Officer Investment Model was developed as an integral part of this study and has been used to compare alternative approaches for accounting for the investment costs associated with a naval officer's career.
