Abstract : This paper will review the role of the JCS in the national security policymaking process by analyzing the three functional categories. Several aspects of the JCS are examined in detail: a brief historical look at how the JCS has evolved since its inception; a review of the criticisms of the organization; an analysis of current proposals for JCS reform; and finally, some comments on the prospects for change. Several questions need to be addressed in this inquiry. How was the JCS originally established? Has the institution evolved as designed? Have these changes improved or hindered the JCS functions? What reforms, if any, are necessary for the JCS to maintain an active role in formulating national security policy?
