Abstract : The demand for software programs is increasing at an ever faster pace than supply. As a result, software has become the most expensive part of a computer system's life cycle costs. Accordingly, software development efficiency has become a major managerial concern. This paper discusses the software development process within the context of the production function. It presents a comparison of various productivity models that are currently being discussed in the literature and a test of selected models. This paper is part of a group of papers which together provide recommendations to the Fleet Material Support Office (FMSO) to enhance its software development organization. (Author)
