Abstract : An experimental 94 GHz transmitter and receiver were developed for measuring amplitude fluctuations due to clear-air turbulence. Atmospheric scintillation theory is discussed, and experimental conditions are described. Atmospheric fluctuations could not be observed above the transmitter/receiver noise, thus establishing an estimated upper bound that was about a factor of ten lower than fluctuations predicted from optical theory.
