Abstract : This report assesses the Navy's potential budgetary savings from a return to peacetime conscription. Previous estimates are summarized first. Then the report explores the sensitivity of results to assumptions about key factors, including the numbers of draft-induced accessions, first-term pay, and recruiting costs as well as reenlistment probabilities of draft-induced accessions. Implications for the future of the All-Volunteer Force are addressed. (Author)
