Abstract : This report takes a broad look at how technology and strategy interplay in determining defense plans and force structure. Creativity and innovation are shown to play a critical role, not only in developing new weapons systems, but also in developing new strategies, tactics, and in training and leading armed forces. The vital national resources of creativity and innovation are examined in terms of their current and potential roles in these areas. Creativity and innovation are seen to hold the key to defense effectiveness in the future. The DOD Laboratories are seen to serve a seldom appreciated role at a critical point in the research and development (R&D) process where technology focus, intergration and transition are of paramount importance. Operational requirements and diverse, selected technologies must be carefully integrated in order to achieve a mature system concept. Creativity and innovation are found to be important too in non-technical areas such as management methods, and organizational design, coupling and communications. The nature of creativity and innovation, as well as their importance, is discussed. The objective is to achieve an understanding which can lead directly to action and improved defense capability.
