Abstract : This paper investigates the U.S. posture with regards to strategic and critical non-fuel minerals. The areas investigated included national policy/legislation, requirements determination, vulnerability, production, substitutes, and foreign and domestic resources. Case studies on Cobalt and Titanium are included as representative examples of specific, critical and strategic materials that are essential to U.S. national security. (Author)
