Abstract : This study centers on the potential problems of U.S. Government agencies upon mobilization of the military reserves and retired personnel and the state of planning within the various agencies for dealing with this manpower loss. Analysis was accomplished through interviews with key military and government officials and an extensive survey of government agencies. An assessment is made of current programs to identify those reservists key to their agency during mobilization and screen them from the Reserves. Also, an analysis is made of efforts to identify military retirees in key government positions and exempt them from recall to active duty. The study concludes with a series of recommendations to enhance the planning process for manpower mobilization and ensure minimum impact on both the Federal Government Agencies and the military services.
