Abstract : Each year, the Department of Defense sends scores of both military and civilian witnesses to testify before congressional committees. The quality and responsiveness of their individual presentations influence the nature of the congressional guidance and the amount of money provided to the DoD to accomplish its mission. There is very little written about how to testify. The purpose of this project is to determine if there are well defined lessons which can be learned about how to testify before congressional committees. (Author)
