Abstract : The objectives of this study were to identify instability factors which affect Army programs; isolate instability factors which the Army can control; analyze the impact of each Army-controllable instability factor; assess proper balance of stability and flexibility; determine the source of each Army-controllable, undesirable instability factor; examine current stabilization initiatives; and recommend new or revised initiatives to attain the proper stability/flexibility balance.
