Abstract : The Naval Facilities Engineering Command, Chesapeake Div., was tasked to install the subsea components of an Ocean Haul Down Facility (OHDF) at the Atlantic Undersea Test and Evaluation Center. The purpose of the OHDF is to provide the capability to submerge and release buoyant vehicles for defense research purposes. The primary components of the in-water OHDF include both mechanical and electrical systems. The mechanical system is comprised of a bottom mounted sheave anchored to a 100 ton clump, haul down wire, intermediated support buoys and a termination buoy. The electrical system includes electro-mechanical-optical (EMOC) and power submarine cable laid from shore to an offshore platform then out further to a riser. An umbilical is suspended from the riser buoy to the termination buoy of the haul down system. Electrical junction boxes are mounted atop both the riser and termination buoys. This report describes the principle tasks involved in the installation of the OHDF in-water systems and provides the detailed operation plan.
