Abstract : Since President Reagan announced the Strategic Defense Initiative (SDI) in March 1983, the Soviet Union has consistently condemned it. This study examines the Soviet response to SDI and provides an explanation for their response. The study identifies military, political, and economic factors which influence the Soviet response to SDI. The author concludes that the Soviets have a genuine concern about SDI, and they will continue their attempts to stop the SDI program at the arms control negotiations.
