Abstract : Over the past 25 years, Air Force emphasis on science and technology funding has declined both in absolute terms and as a percent of the total budget. Over the same period of time, our technology lead over the Soviet Union has slipped in many key areas of military technology. The study examines a proposal to manage our science and technology program as a corporate investment to prevent further slips in our technology advantage. It recommends that the Air Force senior leadership invest at least two percent of its total budget on science and technology to reverse this trend toward parity with the Soviets in technology.
