Abstract : To support its operations in foreign countries, local Army commands must convert US currency into the local currency. The fluctuations in currency exchange rates require flexibility in funding levels. In 1979, Congress established a continuing transfer account, Foreign Currency Fluctuations, Defense (FCF,D) Fund to provide funds for the difference between foreign currency exchange rates used in the budget submissions and the rates actually being experienced during program execution. The purpose of this fund is to ensure the programs approved by Congress are executed despite decreases in the purchasing power of the dollar. This functional description (FD) for Foreign Currency Requirements (FCR) Automated Data System (ADS) (prepared under Contract Number MDA903-84-C-0117, 10 February 1984) is written to provide: 1) the FCR system requirements which must be satisfied to serve as a basis for mutual understanding between the user and the developer. 2) Information on performance requirements and data sources for development of formats of FCR reporting in hard copy and CRT displays which will provide FCR data in detail and summary levels; and 3) A basis for development of automated procedures to display, access and update FCR data through remote entry devices and computer interfaces.
